There must be no alternative treatment available, there must be adequate evidence of human and environmental safety available, proposed use must be limited in scale with perhaps additional conditions of use to be required, long term economic and environmental benefit from granting must outweigh potential adverse effect, there is evidence of a permanent solution in development
