What does the Countdown signal mean?

The countdown starts at the beginning of the DON’T START (flashing hand phase) and ends with a zero and a DON’T WALK (solid hand) phase. Once the countdown starts and the hand is flashing, it is no longer safe to enter the crosswalk.
