This will Represent the Regions -Seats are Given via the Party List System are Changed slightly to give a more Proportional Result [D'Hondt Method] -Parties that do Worse in Constituencies get Boost in Proportionality -This attempts to make the Result close to the Proportional of the Votes Casted
