Liver cirrhosis causes disturbed liver architecture, active hepatic vasoconstriction (both will increase resistance to portal flow) and increased splanchnic flow (which will increase the portal flow itself) which will lead to portal HTN Resistance x Flow = Pressure (both increase in cirrhosis)
