What is Water Transfer and why can it be a Problem to do so?

-This is simply Transferring Water from a Surplus Area to a Deficit Area. -Dams and Aqueducts may be Built, and is Expensive to do so [£300 Million for the Project that'll support Birmingham] -Wildlife may be Affected in Rivers because of Human Activity affecting them -And obviously, Political Issues may Rise because why wouldn't it be.
